Net providers begin warning of illegal downloads

WASHINGTON (AP) ? Internet users who illegally share music, movies or television shows online could soon receive warning notices from the nation's five major Internet service providers.

The Copyright Alert System, organized by the recording and film industry, is being activated this week to target consumers using peer-to-peer software.

Under the new system, complaints will prompt an Internet service provider ? such as Verizon or AT&T ? to notify a customer whose Internet address has been detected sharing files illegally. A person will be given up to six opportunities to stop before the Internet provider will take more drastic steps, such as temporarily slowing their connection, or redirecting Internet traffic until they acknowledge they received a notice or review educational materials about copyright law.

Consumers who maintain they have been wrongly accused would be forced to pay $35 to appeal the decision. The fee would be reimbursed if they prevail.

Proponents say the focus is on deterring the average consumer rather than chronic violators. The director of the organization behind the system, Jill Lesser of the Center for Copyright Infringement, said in a blog post Monday that the program is "meant to educate rather than punish, and direct (users) to legal alternatives."

Each Internet provider is expected to implement their own system. The program gives each customer five or six "strikes" after a music or film company has detected illegal file-sharing and lodged a complaint. The first alerts are expected to be educational, while the third and fourth would require the customer to acknowledge that they have received the warnings and understand their behavior is illegal. The final warnings are expected to lead to "mitigation measures," such as slowing a person's Internet connection speeds.

Officials involved in the effort acknowledge it's unlikely to stop the biggest violators. There are ways to disguise an IP address or use a neighbor's connection that is unlocked. Public wireless connections, such as those offered at coffee shops, also won't be monitored.

President Barack Obama on Monday is expected to implore the nation's governors to put pressure on Congress to avoid the sequester as he speaks to the nation's governors at the White House.

Members of the Obama administration, heads of federal agencies and others have been issuing severe warnings to Congress regarding the sequester?$85 billion in across-the-board spending cuts that will go into effect March 1 absent a budget. Warnings have been released threatening fewer responders to handle wildfires, reduced food safety inspection, less help for vulnerable Americans and, on Friday, widespread flight delays and cancellations.

"Travelers should expect delays. Flights to major cities like New York, Chicago, San Francisco and others could experience delays up to 90 minutes during peak hours because we have fewer controllers on staff. Delays in these major airports will ripple across the country," Transportation Secretary Ray LaHood told reporters at Friday's White House press briefing after announcing that the Federal Aviation Administration plans massive furloughs and closing air traffic control towers if the sequester goes into effect.

The White House on Sunday night released state-by-state reports detailing what it says would be "devastating" impacts on each state as a result of the sequester, but the topic of the sequester was notably absent from Obama's speech Sunday night to the governors, who are in town for the National Governors Association's (NGA) annual winter meeting.

Instead, the president struck an appreciative tone at the White House dinner, commending the governors for steering their states through tough times.

Democratic Gov. Jack Markell of Delaware, chair of the NGA, followed Obama's address Sunday night by emphasizing the absence of politics from the night's celebration. "On this one night it?s a relief?politics doesn?t drive the conversation. We don?t speak of partisan issues or presidential aspirations," Markell said.

But Markell did note the sequester.

"One thing for sure is certain?you don?t let issues fester. You get to deal with education and health care, and even the sequester," Markell said to laughter and applause from the audience.

Republicans such as Speaker John Boehner have publicly stated their opposition to the sequester, though others have threatened they are willing to let it go into effect.

Some Republicans over the weekend continued to accuse the administration of exaggerating the sequester's impact.

"They have plenty of flexibility in terms of discretion on how they spend money. There are easy ways to cut this money that the American people will never feel," Republican Sen. Tom Coburn of Oklahoma said on Fox News Sunday.

The president is slated to address the governors at 11:05 a.m. ET from the White House State Dining Room. Vice President Joe Biden, first lady Michelle Obama and second lady Jill Biden are also scheduled to speak.

Global warming to make work miserable, study says

Hot and muggy weather over the past few decades has led to about a 10 percent drop in the physiological capacity of people to do their work safely and those drops will be even greater as the climate continues to warm, a new study finds.

People may continue to work in the hot and muggy conditions, "but their misery will increase while they are productive," John Dunne, a research oceanographer with the National Oceanic and Atmospheric Administration in Princeton, N.J., told NBC News.

Dunne is the lead author of the study, which addresses the impact of rising humidity associated with global warming on the capacity of people to safely do their jobs ? from toiling in agricultural fields to crunching numbers at a desk.

The federal government maintains industrial and military guidelines that call for laborers to take breaks when conditions on a widely-used heat-stress index cross certain thresholds.?

"Black flag" conditions in military parlance, for example, correspond to a reading of greater than 90 degrees on the wet bulb global temperature index. Under those conditions, all non-mission critical physical training and strenuous exercise is suspended.

Dunne and colleagues combined historical analysis of the heat-stress index and model projections of future climate with the worker safety guidelines.?

They found that environmental heat stress has reduced worker capacity over the past few decades?to 90 percent during the hottest months of the year and project a further reduction to 80 percent in peak months by 2050 and less than 40 percent by 2200.

The highest plausible warming scenario modeled will expose ?mid-latitude regions such as the US east of the Rockies to environmental heat stress experienced only by the most extremely hot regions of the present day? such as parts of India, Dunne and colleagues write in a paper published today in Nature Climate Change.?

Dunne noted the findings come with several caveats. For example, uncertainty remains over how much the climate will warm in coming decades and how people will adapt their lifestyles to accommodate warmer conditions. It?s possible that agricultural work will shift to higher latitudes, for example, and afternoon siestas could be routine in mid-latitudes.

"The thing I like about this metric," noted Dunne, "is it is something that people have adapted their life to across the globe in the present day."

Asian shares edge higher, yen falls on Bank of Japan report

TOKYO (Reuters) - Asian shares edged higher on Monday, with investors still picking up shares battered by last week's steep plunge, while the yen fell to fresh lows on news a reflationary advocate could head the Bank of Japan next month.

The news Japan's government is likely to nominate Asian Development Bank President Haruhiko Kuroda, an advocate of aggressive monetary easing, as its next central bank governor, is set to be a major factor in financial markets this week.

Markets are pondering whether Italy's weekend elections will produce a stable government, and the implications of that for euro zone cohesion, while Moody's credit downgrade on Britain will play on confidence in the pound and government bonds.

Investors also await testimony on Tuesday from Fed Chairman Ben Bernanke for further clues of when the Fed may slow or stop buying bonds. Financial markets were rattled last week after minutes of the Fed's January meeting suggested some Fed officials were mulling scaling back its strong monetary stimulus earlier than expected.

The MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> was up 0.1 percent, pulled higher by Australian shares <.axjo> which gained 0.6 percent on reassuring comments from U.S. Federal Reserve officials on the bank's current stimulus program, which has helped underpin risk sentiment globally.

South Korean shares <.ks11> opened up 0.2 percent, with the nation's new leader, who has shown willingness to talk down the won, being sworn in on Monday.

Tokyo's Nikkei stock average <.n225> opened 1.6 percent higher. <.t/>

Early on Monday, the yen touched its lowest since May 2010 of 94.61 yen against the dollar, while the euro rose to a high of 124.83 yen, still off its 34-month peak of 127.71 set early this month.

The Nikkei newspaper reported the Japanese government is likely to nominate Haruhiko Kuroda and Kikuo Iwata, both vocal advocates of aggressive monetary expansion, as BOJ governor and deputy governor.

The dollar fell sharply to below 93 yen last week on media reports that Toshiro Muto, a former financial bureaucrat perceived as less willing to take unconventional steps, was the frontrunner candidate for the top BOJ job.

"The dollar's move this morning is merely a rebound from disappointment on Muto last week. I don't think this topic will be enough to hoist the dollar above 95 yen," said Hiroshi Maeba, head of FX trading Japan at UBS in Tokyo. "No matter who is elected at the BOJ, it will not affect the longer-term trend of a weak yen," he said.

Speculation over the BOJ has been a key factor driving the yen lower recently due to anticipation for strong reflationary measures, but other fundamental factors such as Japan's deteriorating trade balances and signs of firmer U.S. growth also supported a weakening yen trend.

Abe told Americans on Friday "I am back and so is Japan" and vowed to get the world's third biggest economy growing again.

Investors remained cautious before the full official results of Italy's elections come out on Tuesday, worried a potential political stalemate could impede Rome's progress on fiscal reforms.

The euro was up 0.1 percent to $1.3192, off Friday's six-week low of $1.31445.

Sterling fell to a 31-month low of $1.5073 early on Monday and a record low against the New Zealand dollar at NZ$1.8025 following Friday's one-notch downgrade of Britain's prized triple-A sovereign rating by Moody's.

Investors will also seek signs of recovery from the flash estimate of China's manufacturing PMI from HSBC/Markit due later in the session.

Wall Street ended higher on Friday, boosted strong earnings from Dow component Hewlett-Packard , but the benchmark Standard & Poor's Index <.spx> posted its first weekly decline of the year. European shares rose on Friday after data showed German business morale surged at its fastest pace in over two years in February.

Hedge funds and other big speculators cut their bullish bets on U.S. commodities by nearly $13 billion, the most in about 10 months, in the week to February 19 to $69 billion, just before oil and metals prices tumbled last week on rumors a commodities fund was dumping positions, trade data showed on Friday.

U.S. crude was up 0.1 percent to $93.26 a barrel.

When I was in G?teborg I also took the time to go to Bor?s ? a town 40 minutes from G?teborg know for it?s textile and wallpaper industry. It?s als o the home of Bor?stapeter and Mr Perswall

I love visiting factories. To see how things are made. I still have a very vivid picture from a how it?s made show on Tv from when I was a kid. In one of them they showed how to make rubber boots and in another how the red color in candy comes from lice. And I have been addicted ever since.

Apparently this way of making the wallpapers is really old. Just look at these fantastic patterns!

I was a bit unlucky cause they just cleaned the printers before I came.

I guess I have to go back to see more!

Kansas City restaurant fire rubble searched for missing woman

KANSAS CITY, Missouri (Reuters) - Firefighters on Wednesday resumed searching the rubble of a popular Kansas City, Missouri, restaurant destroyed by a natural gas blast and fire that injured up to 16 people and left a female employee missing.

Cadaver dogs explored the ruins of JJ's restaurant on the upscale Country Club Plaza shopping district overnight after the restaurant was engulfed by flames around 6 p.m. CST on Tuesday.

"At this time we are still searching for one victim and that is a female employee of the restaurant," Kansas City Fire Chief Paul Berardi said at press conference shortly before dawn.

Another employee reported missing late on Tuesday was found at an area hospital, he said.

Berardi said nine injured people were taken to hospitals and six or seven more went to hospitals on their own. Hospitals reported three people critically injured.

The restaurant and wine bar had several patrons inside at the time of the blast, Berardi said, along with employees. The explosion triggered a four-alarm fire that took 50 minutes to control.

Missouri Gas Energy said in a statement that first indications showed that a contractor doing work in the area had struck a natural gas line, but that the investigation was ongoing.

Many people in Lancashire have a Victorian balloon backed dining chair or antique desk that they?ve inherited. At textile designer Susan Gaunt?s home, every stick of furniture is either a family heirloom or purchased from an antique shop, because her family history has made her passionate about preserving the past.

Susan is a direct descendent of the Yorkshire mill tycoon William C. Gaunt. She spent her youth helping out at the looms of the family business, Sunny Bank Mills, which Gaunt purchased from Edwin Woodhouse ? who made the company famous for its worsted fabrics ? in 1917. Sunny Bank itself, however, was opened in 1829 ? with a Gaunt as one of the trustees.

The family closed the historic building for redevelopment in 2008. When it reopens, it will have a nationally important textile archive dating back to 1857, a have a home in which everything has provenance and history, and promotes past craftsmanship. Her own fabrics can be seen covering the antique chairs of her home. She said:

?I love [?] to know where items were made and who made them. We lost that with mass manufacturing but people are becoming very interested in it now.?

In Lancashire, a Victorian balloon back dining chair with its original fabric is a rare find. There are plenty of antiques dealers selling reupholstered chairs, but check the fabric is true to the period. Susan Gaunt would never dream of covering an antique dining chair in anything other than natural wool.

WASHINGTON (AP) ? Former U.S. Rep. Jesse Jackson Jr. and his wife, Sandra, are to appear in federal court Wednesday to answer criminal charges in an alleged scheme to spend $750,000 in campaign funds on personal items, including a $43,350 gold watch, furs and celebrity memorabilia.

Both have agreed to plead guilty in deals with federal prosecutors. Jackson is charged with conspiracy and his wife with one count of filing false joint federal income tax returns for the years 2006 through 2011 that knowingly understated the income the couple received.

The Jacksons are to appear separately before U.S. District Judge Robert L. Wilkins ? with the former congressman appearing in the morning and his wife in the afternoon.

Both Jackson and his wife face maximum penalties of several years in prison; he also faces hundreds of thousands of dollars in fines and forfeitures.

Jackson used campaign money to buy a $43,350 gold-plated, men's Rolex watch and $9,587.64 on children's furniture, according to court papers filed in the case. His wife spent $5,150 on fur capes and parkas, the document said.

When prosecutors charged the couple last Friday, the ex-congressman said he fully accepts the responsibility for the improper decisions and mistakes he has made. Tom Kirsch, an attorney for Jackson's wife, said she has signed a plea agreement with federal prosecutors and would plead guilty to one tax count.

In court papers filed against Jackson on Friday, prosecutors said that upon conviction he must forfeit $750,000, plus tens of thousands of dollars' worth of memorabilia items and furs. The memorabilia includes a football signed by U.S. presidents, a Michael Jackson and Eddie Van Halen guitar, a Michael Jackson fedora, Martin Luther King Jr. memorabilia, Malcolm X memorabilia, Jimi Hendrix memorabilia and Bruce Lee memorabilia ? all from a company called Antiquities of Nevada.

The conspiracy charge against the former congressman carries a maximum statutory penalty of up to five years in prison, a fine of up to $250,000, and other penalties. The charge against Sandra Jackson carries a maximum of three years in prison. However, one of her lawyers, Tom Kirsch, says the plea agreement "does not contemplate a sentence of that length." Sandra Jackson was a Chicago alderman before she resigned last month during the federal investigation.

In court papers filed against Jackson on Friday, prosecutors said that upon conviction he must forfeit $750,000, plus tens of thousands of dollars' worth of memorabilia items and furs. University chiefs demand end to tuition fees cap

Institutions north of the Border can charge students from England, Wales and Northern Ireland up to ?9000 a year.

The limit was introduced to ensure a level playing field with universities in the rest of the UK, which can also charge fees of up to ?9000. It was also intended to act as a brake on undue profiteering.

Now a group representing the 12 governing bodies of universities in Scotland has made a controversial call for them to be allowed to set their own maximum fee.

The call was immediately rejected by both the UCU Scotland lecturing union and student body NUS Scotland.

Mary Senior, of UCU Scotland, the largest union representing academics and lecturers, said: "It is astonishing that the chairs of courts are calling for undergraduate fees to be unregulated and market driven for students from the rest of the UK.

"The custodians of our world- class universities only seem to be interested in turning a profit, not defending our educational values."

Robin Parker, president of NUS Scotland, added: "It's extremely disappointing to see that the Committee of Scottish Chairs view students primarily as sources of additional income with this advocacy for an unregulated free market in Scottish education.

"It also highlights how out of touch the people involved in university governance are with the students they are supposed to serve, and with the Scottish public. To remove the cap completely and let the market rip through our system would be incredibly damaging."

The university ruling courts made the statement in a submission to the Scottish Parliament's education committee. It is currently scrutinising the Post-16 (Scotland) Education Bill, which would enshrine the cap in the law.

The Committee of Scottish Chairs said: "All universities welcome students from throughout the UK and overseas because of the diversity they bring to their communities.

"In setting the level of fees, universities must take into account the cost of providing courses and the desire to attract students.

"It is inconceivable that any governing body should set its fees at such a level that students would be discouraged from applying.

"The chairs, therefore, believe that this section is unnecessary."

Those on the Committee of Scottish Chairs include: Professor Stuart Monro (Edinburgh University), David Ross (Glasgow), Professor Ewan Brown (St Andrews) and Richard Hunter (Strathclyde).

The Herald reported yesterday how at least four Scottish universities had lost money as a result of the introduction of fees for students from the rest of the UK.

Aberdeen, Abertay in Dundee, Queen Margaret in Edinburgh and West of Scotland all said they now had a lower income because the level of fees collected was less than the public money they used to receive for these students.

However, Michael Russell, the Education Secretary, said Scottish universities continued to be attractive to students from other countries, with recent figures showing an increase of more than 600 accepting a place at a university north of the Border.

"The UK Government's decision to treble fees in England left this Government with no choice but to allow Scottish universities to increase fees for students from the rest of the UK in line with that," he said.

"However, we have taken action to ensure Scottish-domiciled students do not have to pay tuition fees and we are providing an increased number of funded places for Scottish and EU students."

Shaq, Brees Headline Texas Sports Hall Honorees

WACO, Texas (AP) ? Shaquille O?Neal was a star in an overlooked Texas sport. Drew Brees was an overlooked player in the star of Texas high school athletics: football.

They were supposed to share a stage Monday night for induction into the Texas Sports Hall of Fame before O?Neal canceled hours after the NBA All-Star game in Houston, citing a family matter.

O?Neal was a four-time NBA champion who won the Class 3A title at San Antonio Cole in 1989. Brees, a Super Bowl-winning quarterback for New Orleans, won a state title at Austin Westlake in 1996.

The agent for the star known simply as Shaq told Texas sports hall officials late Sunday that O?Neal had to fly to California for personal reasons. It wasn?t clear whether O?Neal?s change of plans was connected to the death Monday of Los Angeles Lakers owner Jerry Buss. O?Neal won three straight titles with the Lakers starting in 2000 and played eight of his 19 seasons in Los Angeles.

The Texas sports hall requires living honorees to attend the ceremony, but Director Steve Fallon said O?Neal?s induction would stand. Representatives from his high school were still planning to attend, Fallon said.

?I have been looking forward to this ceremony for months,? O?Neal said in a statement released by the hall. ?I have a great love for the state of Texas and the city of San Antonio and would have loved to attend in person, if at all possible.?

The other inductees Monday were Heisman Trophy winner Ricky Williams and softball star Cat Osterman of the Texas Longhorns, the late baseball Hall of Famer Eddie Mathews, Walt Garrison of the Dallas Cowboys and former Lubbock Monterey baseball coach Bobby Moegle.

O?Neal?s fame came after he left Texas, where basketball has always been overshadowed by football. He played at LSU before Orlando made him the top pick in the 1992 draft. He went to the finals with the Magic in 1995, losing to Houston, before joining the Lakers in 1996. He lost in the finals to Detroit with the Lakers in 2004 and won his fourth title in 2006 with Dwyane Wade and Miami when the Heat beat Dallas.

Brees went to Purdue after he said he was the ?backup plan? for Texas A&M, where he really wanted to go, and Texas. Both those schools signed their first choices at quarterback, so Brees instead remains the Purdue and Big Ten career leader in every major passing category and took the Boilermakers to their first Rose Bowl in 34 years as a senior during the 2000 season. He started his NFL career in San Diego, but left two years after the Chargers drafted Philip Rivers.

The Saints won the Super Bowl in Brees? fourth season with them, and he?s now eighth in NFL career passing yards at 45,919 and holds the single-season record of 5,476 set in 2011.

?It all worked out the way it?s supposed to,? Brees said. ?I wouldn?t trade it for the world. I?ve been lucky enough to be able to do some pretty cool things and play football a long time. One of my greatest moments will always be 1996, winning the 5A state championship in the state of Texas.?

Williams, a San Diego native, joined Earl Campbell as the only Texas Longhorns to win the Heisman when he won college football?s top prize in 1998. He set the NCAA?s single-season rushing mark and won back-to-back rushing titles. He finished an 11-season NFL career with 10,009 yards.

?I?ve been the kind of person that whatever I do I make sure I enjoy it,? Williams said. ?I squeezed every drop of joy out of my time at Texas.?

Osterman, a Houston native, led the Longhorns to three appearances in the Women?s College World Series and won 136 games in her college softball career.

Mathews, a native of Texarkana, Texas, was inducted into the National Baseball Hall of Fame after a 17-year career with the Braves in Boston, Atlanta and Milwaukee and brief stints with Houston and Detroit. He hit 512 home runs and played in three World Series, with Milwaukee in 1957-58 and Detroit in 1968. He died at age 69 in 2001.

Walt Garrison, who went to high school in the Dallas area at Lewisville and was a fullback for the Cowboys, retired as the third-leading rusher and fourth-leading receiver for Dallas in 1974. He won a Super Bowl with the 1971 team and was a professional rodeo cowboy and TV pitchman for a smokeless tobacco company.

The 79-year-old Moegle is the winningest high school baseball coach in Texas history and currently ranks fifth nationally with 1,115 victories. He was 1,115-266-1 in 40 seasons at Lubbock Monterey, from 1960 to 1999.

Google Plus, Gmail service suffer temporary disruption

Reports over the past couple of hours confirm that Google Plus was inaccessible for a brief period yesterday for several users. In addition to that, Google?s popular e-mail service, Gmail, too suffered some hiccups.?

Google Plus

Google?s social network, Google Plus, was reportedly inaccessible for some users, temporarily, according to The Verge. Google clarified to The Verge that it was indeed facing some issues. A Google spokesperson confirmed that some Google services were experiencing issues and that they are investigating.?

The report was soon updated thus, "the issue should be resolved. We apologize for the inconvenience and thank you for your patience and continued support. Please rest assured that system reliability is a top priority at Google, and we are making continuous improvements to make our systems better."

Google Mail (Gmail)

Google?s hugely popular e-mail service, Gmail, too was experiencing issues yesterday, pertaining to login, when using Single Sign-On Authentication.

On its Apps Status Dashboard, where usually Google provides details of service disruptions and other hiccups, it elaborated upon the service disruption on Gmail. The first post read, "We're investigating reports of an issue with Google Mail. We will provide more information shortly. Affected users are unable to login to Google Mail when using Single Sign-On Authentication."

Hours later, Google provided that while it is still investigating on the problem, those affected can access the service by first logging into Google Drive and then clicking the "Gmail" link at the top of the page. Google?s last post read, ?The problem with Google Mail should be resolved. We apologize for the inconvenience and thank you for your patience and continued support. Please rest assured that system reliability is a top priority at Google, and we are making continuous improvements to make our systems better.?

This isn?t the first time that popular Google services have faced disruptions like these. In July last year, Gtalk suffered a disruption that affected user access worldwide. Each time users tried sending a chat across, they received a message that their chats haven't been received.?

Google's Gtalk service is the most popular chat service available today, and a disruption such as this is bound to cause much inconvenience to its wide userbase globally. The service can also be accessed via Gmail, one of the most popular e-mail services around today. Google has put up an official notice confirming the issue.?

Like Gtalk, Gmail too is hugely popular among email services available today. While Gmail did face a disruption, all seems to be fine now with the service. Confused about what's wrong, some took to Twitter. One user tweeted, "Anyone else having #Gmail connectivity issues? http://www.isitdownrightnow.com/mail.google.com.html ? is showing a slow load but I am getting 405 errors"
