(AP) ? The contours of a deal to avert the 'fiscal cliff' emerged Monday, with Democrats and Republicans agreeing to raise tax rates on family income over $450,000 a year, increase the estate tax rate and extend unemployment benefits for one year, officials familiar with the negotiations said.

But with a midnight deadline rapidly approaching, both sides were at an impasse over whether to put off automatic, across-the-board spending cuts set to take effect on Jan. 1, and if so, how to pay for that. Democrats want to put off the cuts for one year and offset the so-called sequester with unspecified revenue.

Officials emphasized that negotiations were continuing and the emerging deal was not yet final. President Barack Obama was to speak about the status of the negotiations from the White House Monday afternoon.

The proposal in the works would raise the tax rates on family income over $450,000 from 35 percent to 39.6 percent, the same level as under former President Bill Clinton. Also, estates would be taxed at 40 percent after the first $5 million for an individual and $10 million for a couple, up from 35 percent to 40 percent.

Unemployment benefits would be extended for one year. Without the extension, 2 million people would lose benefits beginning in early January.

A Republican official familiar with the plans confirmed the details described to The Associated Press.

The officials requested anonymity in order to discuss the internal negotiations.

Unless an agreement is reached and approved by Congress by the start of New Year's Day, more than $500 billion in 2013 tax increases will begin to take effect and $109 billion will be carved from defense and domestic programs

Though the tax hikes and budget cuts would be felt gradually, economists warn that if allowed to fully take hold, their combined impact ? the so-called fiscal cliff ? would rekindle a recession.

Urgent talks were continuing Monday afternoon between the White House and congressional Republicans, with longtime negotiating partners Vice President Joe Biden and Senate Republican leader Mitch McConnell at the helm. Underscoring the flurry of activity, another GOP aide said the two men had conversations at 12:45 a.m. and 6:30 a.m. Monday.

An agreement on the proposed deal would also shield Medicare doctors from a 27 percent cut in fees and extend tax credits for research and development, as well as renewable energy.

The deal would also extend for five years a series of tax credits meant to lessen the financial burden on poorer and middle-class families, including one credit that helps people pay for college.

The deal would achieve about $600 billion in new revenue, the officials said.

Despite the movement, Senate Majority Leader Harry Reid warned that time was running out to finalize an agreement.

"Americans are still threatened with a tax hike in just a few hours," said Reid, D-Nev., as the Senate began an unusual New Year's Eve session.

Liberal Sen. Tom Harkin, D-Iowa, took to the Senate floor after Reid to warn Democratic bargainers against lowering levies on large inherited estates and raising the income threshold at which higher tax rates would kick in.

"No deal is better than a bad deal. And this look like a very bad deal the way this is shaping up," said Harkin.

Letting tax rates rise for couples with incomes of $450,000 a year is a concessions for Obama, who campaigned for re-election on a pledge to set the levels at $200,000 for individuals and $250,000 for couples. It also marked a significant concession by Republican leaders who pledged to continue the George W. Bush-era tax cuts for all income earners. .

The hope of the White House and lawmakers was to seal an agreement, enact it and send it to Obama for his signature before taxpayers felt the impact of higher income taxes or federal agencies began issuing furloughs or taking other steps required by spending cuts.

Regardless of the fate of the negotiations, it appeared all workers would experience a cut in their take-home pay with the expiration of a two-year cut in payroll taxes.

"This whole thing is a national embarrassment," Sen. Bob Corker, R-Tenn., said Monday on MSNBC, adding that any solution Congress would swallow at this late stage would be inconsequential. "We still haven't moved any closer to solving our nation's problems."

In a move that was sure to irritate Republicans, Reid was planning ? absent a deal ? to force a Senate vote Monday on Obama's campaign-season proposal to continue expiring tax cuts for all but those with income exceeding $200,000 for individuals and $250,000 for couples.

In one sign of movement on Sunday, Republicans dropped a demand to slow the growth of Social Security and other benefits by changing how those payments are increased each year to allow for inflation.

Obama had offered to include that change, despite opposition by many Democrats, as part of earlier, failed bargaining with House Speaker John Boehner, R-Ohio, over a larger deficit reduction agreement. But Democrats said they would never include the new inflation formula in the smaller deal now being sought to forestall wide-ranging tax boosts and budget cuts, and Republicans relented.

"It's just acknowledging the reality," Sen. Susan Collins, R-Maine, said of the GOP decision to drop the idea.

As the New Year's Eve deadline rapidly approached, Democrats and Republicans found themselves at odds over a host of issues, including taxing large inherited estates. Republicans wanted the tax left at its current 35 percent, with the first $5.1 million excluded, while Democrats wanted the rate increased to 45 percent with a smaller exclusion.

The two sides were also apart on how to keep the alternative minimum tax from raising the tax bills of nearly 30 million middle-income families and how to extend tax breaks for research by business and other activities.

Republicans were insisting that budget cuts be found to pay for some of the spending proposals Democrats were pushing.

These included proposals to erase scheduled defense and domestic cuts exceeding $200 billion over the next two years and to extend unemployment benefits. Republicans complained that in effect, Democrats would pay for that spending with the tax boosts on the wealthy.

"We can't use tax increases on anyone to pay for more spending," said Sen. Kay Bailey Hutchison, R-Texas.

India rape victim's body cremated in New Delhi

NEW DELHI (AP) -- A young woman who died after being gang-raped and beaten on a bus in India's capital was cremated Sunday amid an outpouring of anger and grief by millions across the country demanding greater protection for women from sexual violence.

The cremation took place during a private ceremony in New Delhi soon after the woman's body arrived in the capital on a special Air India flight from Singapore, where she died at a hospital Saturday after being sent for medical treatment.

The tragedy has forced India to confront the reality that sexually assaulted women are often blamed for the crime, forcing them to keep quiet and discouraging them from going to authorities for fear of exposing their families to ridicule. Police often refuse to accept complaints from rape victims, and the rare prosecutions that reach courts can drag on for years.

Security was tight, with no access to the public or media at the crematorium.

Prime Minister Manmohan Singh and Sonia Gandhi, head of the ruling Congress party, were at the airport to receive the body and meet family members of the victim who were on the flight.

Hours after the victim died early Saturday, Indian police charged six men who had been arrested in connection with the attack with murder, adding to accusations that they beat and gang-raped the woman on a New Delhi bus on Dec. 16.

New Delhi police spokesman Rajan Bhagat said the six suspects face the death penalty if convicted, in a case that has triggered protests across India and raised questions about lax attitudes by police toward sexual crimes.

After 10 days at a hospital in New Delhi, the victim, who has not been identified, was taken Thursday to Singapore's Mount Elizabeth hospital, which specializes in multi-organ transplants, but her condition worsened, with her vital signs deteriorating.

Following her death, thousands of Indians lit candles, held prayer meetings and marched through various cities and towns, including New Delhi, Mumbai, Bangalore and Kolkata, on Saturday night to express their grief and demand stronger protection for women and the death penalty for rape, which is now punishable by a maximum of life imprisonment.

But even as thousands mourned the rape victim's death and in a sign of how pervasive such crimes are, police in West Bengal state were investigating another suspected gang-rape and death.

In the latest case, the family of a woman said she and her husband were attacked by six men as they returned home after working at a brick factory.

They dragged the woman into a nearby farm after pouring acid into her husband's mouth, the family said.

The woman was found dead with multiple injuries, said police officer Bhaskar Mukherjee, adding he was waiting for an autopsy report.

No charges have been laid. Another police officer, Sugata Sen, said four men had been detained for questioning.

The alleged attack is similar to the Dec. 16 case, where the woman and a male friend, who also has not been identified, were on a bus after watching a film when they were attacked by six men who raped her. The men beat the couple and inserted an iron rod into the woman's body, resulting in severe organ damage. Both were then stripped and thrown off the bus, according to police.

Dozens of protesters tried to break through a police cordon Sunday and march to the parliament building in the Indian capital, but were pushed back. The protesters, belonging to the student wing of main opposition Bharatiya Janata Party, shouted anti-government slogans as they marched.

Hundreds of policemen have sealed off the high-security area, where the seat of India's government is located, in anticipation of more protests. The area is home to parliament, the president's palace, the prime minister's office and several ministries.

Gandhi assured the protesters in a statement that the rape victim's death "deepens our determination to battle the pervasive, the shameful social attitudes and mindset that allow men to rape and molest women and girls with such an impunity."

Attitudes by Indians toward rape are so entrenched that even politicians and opinion makers have often suggested that women should not go out at night or wear clothes that might be seen as provocative.

Meanwhile, a United Nations statement said U.N. Secretary-General Ban Ki-moon "offers his sincerest condolences" to the victim's family and "utterly condemns this brutal crime."

"Violence against women must never be accepted, never excused, never tolerated," the statement said. "Every girl and woman has the right to be respected, valued and protected."

Ban urged the Indian government to take steps to deter such crimes and bring perpetrators to justice, and to "strengthen critical services for rape victims," it said.

Bombs kill 16 across Iraq as sectarian strife grows

BAGHDAD (Reuters) - Explosions killed at least 16 people and wounded 76 across Iraq on Monday, police said, underlining sectarian and ethnic divisions that threaten to further destabilize the country a year after U.S. troops left.

Tensions between Shi'ite, Kurdish and Sunni factions in Iraq's power-sharing government have been on the rise this year. Militants strike almost daily and have staged at least one big attack a month.

The latest violence followed more than a week of protests against Shi'ite Prime Minister Nuri al-Maliki by thousands of people from the minority Sunni community.

No group claimed responsibility for any of Monday's attacks, which targeted government officials, police patrols and members of both the Sunni and Shi'ite sects.

Seven people from the same Sunni family were killed by a bomb planted near their home in the town of Mussayab, south of Baghdad.

In the Shi'ite majority city of Hilla, also in the south, a parked car bomb went off near the convoy of the governor of Babil province, missing him but killing two other people, police said.

"We heard the sound of a big explosion and the windows of our office shattered. We immediately lay on the ground," said 28-year-old Mohammed Ahmed, who works at a hospital near the site of the explosion.

"After a few minutes I stood up and went to the windows to see what happened. I saw flames and people lying on the ground."

In the capital Baghdad, five people were killed by a parked car bomb targeting pilgrims before a Shi'ite religious rite this week, police and hospital sources said.

Although violence is far lower than during the sectarian slaughter of 2006-2007, about 2,000 people have been killed in Iraq this year following the withdrawal last December of U.S. troops, who led an invasion in 2003 to overthrow Sunni dictator Saddam Hussein.

SUNNIS PROTEST

Monday's violence also included a series of blasts that killed three people in Iraq's disputed territories, over which both the central government and the autonomous Kurdish region claim jurisdiction.

Two of those deaths were in the oil-producing, ethnically mixed city of Kirkuk, where a bomb exploded as a police team tried to defuse it.

Baghdad and Kurdistan are locked in a feud over land and oil rights and recently deployed their respective armies to the swathe of territory along their contested internal boundary, where they are currently facing off against one other.

Efforts to ease the standoff stalled when President Jalal Talabani, a Kurd seen as a steadying influence, suffered a stroke and was flown abroad for medical care in December.

Maliki then detained the bodyguards of his Sunni finance minister, which ignited anti-government protests in the western province of Anbar, a Sunni stronghold on the border with Syria.

A lecturer in law at Baghdad University said the protests could help create the conditions for militant Islamist groups like al Qaeda to thrive.

"Raising tension in Anbar and other provinces with mainly Sunni populations is definitely playing into the hands of al Qaeda and other insurgent groups," Ahmed Younis said.

More than 1,000 people protested in the city of Samarra on Monday and rallies continued in Ramadi, centre of the protests, and in Mosul, where about 500 people took to the streets.

Protesters are demanding an end to what they see as the marginalization of Sunnis, who dominated the country until the U.S.-led invasion. They want Maliki to abolish anti-terrorism laws they say are used to persecute them.

On Sunday, Deputy Prime Minister Saleh al-Mutlaq, himself a Sunni, was forced to flee a protest in Ramadi when demonstrators pelted him with stones and bottles.

The civil war in neighboring Syria, where majority Sunnis are fighting to topple a ruler backed by Shi'ite Iran, is also whipping up sectarian sentiment in Iraq.

"The toppling of President Bashar al-Assad and empowerment of Sunnis (in Syria) will definitely encourage al Qaeda to regain ground," Younis said.

Contraceptive mandate blocked in Illinois case

A divided federal appeals court has temporarily barred the U.S. government from requiring an Illinois company to obtain insurance coverage for contraceptives, as mandated under the 2010 healthcare overhaul, after the owners objected on religious grounds.

More than 40 lawsuits are challenging a requirement in the Patient Protection and Affordable Care Act that requires most for-profit companies to offer workers insurance coverage for contraceptive drugs and devices and other birth control methods.

Friday's 2-1 order by a panel of the 7th U.S. Circuit Court of Appeals in Chicago in favor of Cyril and Jane Korte was the second by a federal appeals court to temporarily halt enforcement against people who said it violated their faith, said Edward White, a lawyer for the Roman Catholic couple.

The 7th Circuit suggested that the couple's legal challenge might eventually prevail.


Its order came two days after U.S. Supreme Court Justice Sonia Sotomayor declined to block the provision's enforcement against companies controlled by the family of Oklahoma City billionaire David Green.

The U.S. Department of Justice, which had defended the contraceptives provision, did not immediately respond on Saturday to a request for comment.

The Kortes, who own the construction firm Korte & Luitjohan Contractors, had sought to drop a health insurance plan for 20 non-unionized workers that included coverage for contraception, and substitute a different plan consistent with their faith.

But the Obama administration's healthcare law did not allow the change, and the Kortes said that violated the First Amendment to the U.S. Constitution and the federal Religious Freedom Restoration Act, or RFRA.

In issuing an injunction, the 7th Circuit majority said the Kortes had established a reasonable likelihood of success on the merits of their RFRA claim, and that the government had not yet justified the apparent "substantial burden" on their religious exercise.

The court also said the couple had established irreparable harm, because absent an injunction they would have to choose between maintaining insurance coverage they considered inappropriate or facing substantial financial penalties.

"Business owners who are objecting to the mandate are not objecting to people using contraceptives, but that they have to arrange for and pay for it," White, a lawyer with the American Center for Law and Justice, said in a phone interview. "The federal government shouldn't tell business owners they have to contract to buy what they see as immoral services and goods."

Judges Joel Flaum and Diane Sykes comprised the 7th Circuit majority.

High court declines to block contraceptives coverage in health care law

Judge Ilana Rovner dissented. She said the Kortes were "multiple steps" removed from the contraceptives services because it was their company paying for the coverage, and because it would be a worker, her doctor and the insurer involved in the decisions about the services and their funding.

The Kortes' case is expected to continue in the 7th Circuit.

Neither the 7th Circuit nor Sotomayor ruled on the merits of their respective cases. The legal standard for obtaining an injunction from the Supreme Court is much higher.

The case is Korte et al v. Sebelius, 7th U.S. Circuit Court of Appeals, No. 12-3841.

Job Market Insight: The Best Careers For Women in 2013 | Madame ...

Planning on looking for a new job in 2013? You are not alone. According to recent surveys, more than over 80 percent of workers said they planned to look for a new job in the New Year, reports Forbes. And 60 percent said they wanted to change career paths.?And it appears more women will be making career shifts. ?For the last few years, more women than men have pursued MBAs in order to make a mid-career switch,? states the magazine.

So what fields should you look into? Forbes has the answer. They just released the ?The 10 Best Jobs For Women In 2013? list. The magazine based the ranking on jobs satisfaction, salary, projected growth as well as annual openings. The data was analyzed by jobs expert Laurence Shatkin, Ph.D., author of Best Jobs For The 21st Century.

Topping the list were jobs in health care, which is one of the fastest-growing sectors of the U.S. economy and dominated by women. What was surprising, writes Forbes is that most of the jobs on the roundup ?are high-level professional jobs requiring a major education and time commitment. For example, lawyers and judges and top-level managers and executives ? jobs known for long hours and a lot of stress ? have some of the highest satisfaction levels among women.?

Also, some of the best jobs for women are ones where women are in the minority of workers, such as actuaries (only 29 percent are women) and petroleum engineers (five percent).

There are more women in the professional ranks these days; they now earn the majority of professional and doctoral degrees, up from just 10 percent in 1961, writes Forbes. ?The number of women in law school too has increased from four percent in 1963 to 44 percent today. Women in medical school jumped from six percent to 49 percent. But as Forbes points out, women still face significant leadership and wage gaps, earning just 82 percent of what their male counterparts earn with?just one year out of college.

(AP) ? The neighbor of a convicted felon who ambushed firefighters on Christmas Eve, killing two, bought the guns for him and lied to the seller, knowing that he wasn't allowed to have them, authorities said Friday.

William Spengler had picked out the semiautomatic rifle and shotgun used in the ambush and went to the sporting goods store with the neighbor when she bought them for him, U.S. Attorney William Hochul said.

The neighbor, Dawn Nguyen of Rochester, was arrested Friday. She faces a federal charge of knowingly making a false statement for signing a form indicating she would be the legal owner of the guns, Hochul said. She also was charged with a state count of filing a falsified business record, State Police Senior Investigator James Newell said.

Shortly before her arrest, Nguyen told The Associated Press that she didn't want to talk about Spengler. A number listed in the name of her lawyer, David Palmiere, was disconnected.

The charges stem from the purchase of an AR-15 semiautomatic rifle and a 12-gauge shotgun that Spengler had with him Monday when firefighters Michael Chiapperini and Tomasz Kaczowka were gunned down. Three other people were wounded before the 62-year-old Spengler killed himself. He also had a .38-caliber revolver, but Nguyen is not connected to that gun, Newell said.

Police used the serial numbers on the rifle and shotgun, which were purchased on June 6, 2010, to trace them to Nguyen, Hochul said.

"She told the seller of these guns, Gander Mountain in Henrietta, N.Y., that she was to be the true owner and buyer of the guns instead of William Spengler," he said. "It is absolutely against federal law to provide any materially false information related to the acquisition of firearms."

"It is sometimes referred to acting as a straw purchaser and that is exactly what today's complaint alleges," he said.

The federal charges carry a maximum penalty of ten years imprisonment, a fine of $250,000 or both.

During an interview late on Christmas Eve, Nguyen told police she had bought the guns for personal protection and that they were stolen from her vehicle, though she never reported the guns stolen.

The day after the shootings, Nguyen texted an off-duty Monroe County Sheriff's deputy with references to the killings. She later called the deputy and admitted she bought the guns for Spengler, police said.

That information was consistent with a suicide note found near Spengler's body after he killed himself.

Nguyen and her mother, Dawn Welsher, lived next door to Spengler in 2008. On Wednesday and again on Friday, she answered her cellphone and said she didn't want to discuss Spengler. Her brother, Steven Nguyen, told the Democrat and Chronicle newspaper of Rochester that Spengler stole the guns from Dawn Nguyen.

Spengler set a car on fire and touched off an inferno in his Webster home on a strip of land along the Lake Ontario shore, took up a sniper's position and opened fire on the first firefighters to arrive at about 5:30 a.m. on Christmas Eve, authorities said. He wounded two other firefighters and an off-duty police officer who was on his way to work.

A Webster police officer who had accompanied the firefighters shot back at Spengler with a rifle in a brief exchange of gunfire before the gunman killed himself.

Spengler spent 17 years in prison for killing his grandmother in 1980. He had been released from parole in 2006 on the manslaughter conviction, and authorities said they had had no encounters with him since.

Investigators still haven't released the identity of remains found in Spengler's burned house. They have said they believe the remains are those of his 67-year-old sister, Cheryl Spengler, who also lived in the house near Rochester and has been unaccounted for since the killings. The Spengler siblings had lived in the home with their mother, Arline Spengler, who died in October. In all, seven houses were destroyed by the flames.

Investigators found a rambling, typed letter laying out Spengler's intention to destroy his neighborhood and "do what I like doing best, killing people."

Q&A: Why Gay Marriage Won't Pass | NBC Chicago

David E. Smith, executive director of the Illinois Family Institute, talks about why he thinks gay marriage shouldn't -- and won't -- pass during the General Assembly's lame duck session next month.

Q: You've said you feel the public was sold a bill of goods two years ago, because they said, "We just want civil unions and this is as far as we're going to go." Can you explain why you're feeling deceived now??

A: They explicitly said that we're not seeking same-sex marriage. They also promised -- this is part two of this deceit -- that there would be religious freedom, that there would be no effect on religious liberties and freedom of conscience, and that also was a bill of goods.

Q: You had an example of a bed-and-breakfast owner in Paxton. How was his religious liberty violated?

?

A: It happened a month after Governor Quinn signed the law. It hadn't even gone into effect yet. A lesbian couple came to the Waldorf Bed and Breakfast and said, "We want to do our civil union here," and Jim Waldorf said, "I own and operate this business for the glory of the Lord. I'm a Christian. This violates my conscience." He's being sued for discrimination.

Q: What's the difference for you between having a civil union and calling it marriage?

?

A: There is a difference. The word "marriage" itself linguistically means something. No one's going around trying to redefine triangles as round. There are no round triangles. There are no gay marriages. There's going to have to be a distinction between marriages that are gay marriages, or genderless, you might say, and those that are actually man and woman who produce children: procreative.?

Q: So why shouldn't gays get to call their relationships marriage?

?

A: They don't have the right to go around and demand that we redefine a historical institution that has been understood for thousands of years as the union of one man and one woman.?

?

Q: The civil unions bill was close. Where do you see the numbers on this one?

?

A: Can I preface it by saying that we object that they are again using the lame-duck session. There's something wrong when you have unaccountable lawmakers going back to Springfield and passing tax increases or other things, like civil unions or gay marriage, over the objections of the people they're supposed to represent. Any lame-duck session should require a three-fifths vote, a supermajority. If there's an urgent matter, I'm sure three-fifths would do it. If there's not an urgent matter, wait until the people's newly-elected officials get into office.

Q: Newt Gingrich made a comment that gay marriage is inevitable. Even if they don't pass it now, there's a generational shift going on that, as time goes by, it's going to be seen as so acceptable it's going to pass. What do you think of that, and is there anything you can do to turn that momentum around?

?

A: I understand how he could be discouraged, but the fact of the matter is, 20 years ago, 30 years ago, the nation was pro-choice. Today, it's pro-life. Nations and attitudes can change. I don't think we ever give up principles like this, because it's politically difficult. We've got to continue. There's a principle here. The question that hasn't been asked is, 'What is marriage for? Why is government involved in it in the first place?' Because government recognized that a mother and father home is the ideal environment to raise the next generation of healthy and productive children. Homosexual relationships don't offer that. It's not like government wants to discriminate against one group of people. They're upholding a particular relationship and dynamic to raise healthy, productive members of society.?

Q: Are you expecting this to come up for a vote next month?

?

A: I don't know if I should tell you this, but I doubt if it's going to come up. I don't think they have the votes. I think they're going to fall short. Here's my philosophy, but I could be totally wrong. I'm working as if they're going to, but I believe if they call it, and it fails, they only hurt themselves with their so-called momentum. So why would you do it when you have greater numbers coming in the next session? However, here's the other side of that: Michael Madigan wants to protect some of his new members who might be in more sensitive districts from having to take this vote.

(AP) ? Russia's foreign minister says Moscow has proposed talks with the main Syrian opposition coalition, despite Russia's previous criticism of Western countries for recognizing the group.

Sergey Lavrov told reporters on Friday that Russia has contacted the Syrian National Coalition for Opposition and Revolutionary Forces through the Russian Embassy in Egypt and "we expressed readiness to conduct a meeting" with coalition leader Mouaz al-Khatib.

The statement comes in the wake of comments by officials, including President Vladimir Putin, that suggest Russia is resigned to its longtime ally Syrian President Bashar Assad losing power.

The opposition coalition was formed in November and recognized by Western countries as legitimate representatives of the Syrian people. Russia has criticized such recognition as running counter to agreements to seek political transition in Syria.

Although Moscow's approach to the Syrian National Coalition falls short of the formal recognition accorded by Western countries, it acknowledges the group's significance. Russia previously had held talks with more marginal opposition factions.

Throughout the 21-month-old revolt in Syria, in which more than 40,000 people are estimated to have died, Russia has opposed international intervention and called for the crisis to be settled by talks. Russia has blocked attempts in the U.N. Security Council to step up pressure on Assad, but claims the moves were not aimed at propping up his regime.

Under the leadership of Assad and previously his father, Syria has been a longtime ally of Russia, hosting Russia's only naval base outside the former Soviet Union and remaining a significant customer for Russia's arms industry.

But Russia appears to be slowly distancing itself from Assad. Putin last week said that Russia is "not preoccupied that much with the fate of the Assad regime" and "undoubtedly there is a call for changes."

Lavrov, speaking after a meeting with his Egyptian counterpart Mohamed Kamel Amr, said Russia is also urging Assad's regime to make efforts toward a political settlement.

In a meeting Thursday with Syrian Deputy Foreign Minister Faisal Mekdad, "We urged the Syrian leadership to make concrete to the maximum extent their stated readiness for dialogue with the opposition," Lavrov said.

U.N. envoy for Syria Lakhdar Brahimi is to hold talks with Lavrov on Saturday in Moscow.

Last year, much of the Web's post-Christmas ire was directed at Twitter users who, like ungrateful brats, complained that Santa brought the wrong color iPhone?or failed to deliver a car. This year, Internet denizens are upset that some people?are?bragging about their new guns???on Twitter and Instagram.

In the wake of?the massacre at Sandy Hook Elementary School in Newtown, Conn.,??gun control has once again?become a topic of national debate. Yet?the?controversy?isn't preventing those who are excited about the?firearms Santa brought from joyfully posting about them on social media.

No matter which side of the gun control debate you're on, these images ??first noticed by?the Verge's T.C. Sottek?and?the Atlantic Wire's Rebecca Greenfield?? could?make you uncomfortable.?There are plenty of men and women ? some who appear to be teenagers???who appear to be disregarding the NRA's three fundamental?rules of gun safety, particularly keeping fingers away from triggers, and pointing the guns only in safe directions. It's especially problematic?since these posts are often accompanied by the #NRA hashtag.

Not that the recipients seem to care.?"I got just what I wanted," one Twitter user wrote. "An Armalite semi-automatic AR-15 rifle. It's like the Christmas Story, but I'll shoot more than my eye out."

"Aw what a nice #assultRifle #santa left me haha (plus a box of 1200 bullets)," the caption on a young woman's Instagram photo said,?next to the image of a rifle resting on the hearth?next to a pile of wrapped Christmas gifts. (The girl later claimed, in a comment under her own post, that the gun was her dad's.)

Another Instagram user proudly posed in what appear to be fur-lined boots and a fur vest while holding her prized present. "Furs & Guns," she writes, "yes, it was a red-neck Christmas."

Searches for hashtags such as #AR15, #NRA, #Bushmaster, #gun and #SecondAmendment reveal plenty of photos of folks posing with their new firearms in front of Christmas trees and declaring how much they love their gifts.

One does have to wonder whether we'd pay as much attention to these images if it weren't for the recent national?focus on firearms and the anticipation of tighter gun control measures. It's also worth asking if this apparent?surge in gun pride isn't a side effect?of the Newtown?tragedy as well.?As a prior report points out, while "a spike in gun?sales is common after a mass shooting," and "the latest rampage has generated record sales in some states."

Between those sales statistics and social media's never-ending?craving for drama, perhaps it was inevitable that last year's whiny gift?recipients?surrendered the spotlight to this year's gift-wrapped rifles.

When Buying A Condo Beware Of The Transitory View

"There is nothing permanent except change." The best real estate advice when buying a condo in a downtown Chicago high rise may have come from Heraclitus around 2500 years ago. Just because a condo has a great view today doesn't mean it will have a great view tomorrow. The Chicago skyline is constantly changing and you never know what is going to be torn down to make way for a much taller building that will destroy your million dollar view.

When searching for a condo with a great view the number one question that buyers often have (at least they should have this question) is what could be built outside their windows. A good sign: your windows look out over a park or a historic building or you're right on the lake or river. A bad sign: your windows look out over a parking lot/ garage or a cruddy building or, God forbid, a vacant lot. And don't be fooled by a little sliver of land that looks too narrow to build anything on. You'd be surprised what these developers will build on.

However, your judgment in these matters will be clouded by realtors attempting to close a sale by sharing all sorts of "expert opinions" on the permanence of a particular view: "This area has a zoning restriction so buildings can't be taller than _____" or "That building is only going to be_____stories tall" or "That land belongs to_______ so they will never build on it" or "3 developers tried to get a building approved for that location but the alderman keeps blocking it". I've heard them all.

Well, realtors really need to be careful with what they say because it's a flagrant violation of the Illinois Real Estate License Act to just make stuff up or assert as fact something you can't be totally sure of: "Licensees shall treat all customers honestly and shall not negligently or knowingly give them false information." In fact, there have been cases of buyers suing realtors for misrepresenting the permanence of a view. Crain's recently reported on two such lawsuits involving disappearing views in Chicago.

The first lawsuit goes back to 2004 when two buyers sued the Fordham's developer for failing to disclose construction of a high rise next door. The second lawsuit, for $50,000, was recently filed by two law professors from the University of Chicago (talk about picking the wrong buyers to tangle with!) who bought unit 3702 at 600 N Fairbanks in Streeterville for $1.05 MM in August. The listing agent allegedly "assured them an adjacent medical office building planned by Northwestern University Hospital would only reach 24 stories" when in fact it will rise to the 36th floor of their building. In addition, the listing agent and the seller "allegedly told the plaintiffs not to discuss the purchase with building management or residents once it went under contract, keeping the plaintiffs from discovering the true height of the tower before closing".

If this latter claim is true it's just plain weird. I could almost understand trying to keep buyers away from other residents but trying to keep them away from the building management? I actually try to encourage my buyers to talk to the building manager and having a listing agent trying to block that would be a huge red flag.

When you're talking about whether or not a view will be blocked it's caveat emptor big time. The only way to protect yourself from the cacophony of wisdom spewing from realtors' mouths is to listen to it with a large nugget of salt. Either have your realtor research it further (unless they're the one making the claims) or research it yourself. That means checking the zoning or calling the alderman's office or just applying some basic logic.

Workers Connected To Tyson Charged With Animal Cruelty ...

Managers at a Wyoming-based pork facility with connections to Tyson Foods have been charged with cruelty to animals, according to a news release from the Humane Society of the United States.

Tyson officials asked a subsidiary to end its business with Wyoming Premium Farms after an undercover video surfaced in May showing facility employees punching, kicking and abusing pigs.

Tyson did not buy any hogs raised on the farm for its pork-processing plants, although a subsidiary company bought animals from the facility, a Tyson official told 5NEWS.

The Platt County Attorney?s Office charged nine employees from the facility with cruelty to animals, including two managers, according to the Humane Society of the United States. An animal cruelty conviction could put offenders in prison for up to two years, coupled with a $5,000 fine.

Much of the alleged animal abuse involved breeding pigs in confined metal cages for the pigs? entire lives.

?In addition to adopting stronger protocols to deter and eliminate animal abuse at the hands of workers throughout their supply chains, Tyson, and other companies and pork industry trade associations that still contribute to this type of abuse, must develop plans to get these inhumane cages out of their operations,? states the humane society?s news release.

Tyson responded Wednesday night to the most recent development in the case, stating in an email to 5NEWS:

?We do not tolerate the mistreatment of animals by any of our suppliers. Since May, when the undercover video shot at this Wyoming farm surfaced, the supplier has been thoroughly investigated by our Office of Animal Well-Being. We were satisfied by the operator?s corrective actions, which included its work with on-site animal welfare consultants?and retraining its workforce in proper animal handling. We also understand the company made management changes and terminated some employees after its own internal investigation.

It should be noted that Tyson Foods does not purchase hogs raised on this farm for our pork processing plants. We have a small, but separate hog buying business that purchases aged sows from this farm; however, these animals are sold to other companies and are not used in Tyson?s pork processing business.?

Analysis: Japan's yen offensive may give Toyota an edge over Hyundai

TOKYO (Reuters) - When Toyota Motor Corp President Akio Toyoda visited northern Japan in July last year and announced a $24 million engine plant expansion, some analysts saw it as evidence of a flawed strategy that put patriotism above profitability.

At the time, Toyota was struggling to rebuild its supply base after the March 2011 earthquake and tsunami and the yen was climbing toward a post-war record high against the dollar.

But the Miyagi Taiwa plant began assembling engines for the small hybrid Aqua, exported as the Prius C, this month with a welcome wind at Toyota's back: a weakening yen and a government-in-waiting determined to drive it lower.

Analysts say a continued slide in the Japanese currency could tip the competitive balance on pricing back in favor of Toyota and away from its toughest and fastest-rising global competitor, Hyundai Motor - a new dynamic that would likely be repeated across other Japanese export industries.

Since early October, the yen has weakened about 8 percent against the dollar and 10 percent against the Korean won. Over the same period, shares in Toyota have jumped by 30 percent as investors reacted to the prospect of higher profitability on cars built in Japan for export, including Lexus luxury models.

"As the yen weakens, that very tight cost structure they have put in place to maximize profitability in an appreciated yen position allows them now to make a lot more profit," said Larry Dominique, an analyst at TrueCar.com and former Nissan executive.

"With the Korean currency appreciating, I would expect that what you would see (for Hyundai) is some of the same issues that the Japanese faced over the past several years."

Whether the strategy of driving down the yen works to slow the "hollowing out" of Japanese manufacturing will be key for Japan's new government under Liberal Democratic Party chief Shinzo Abe, who is pushing for super-easy monetary policy to weaken the yen and lift pressure on exporters like Toyota.

The yen's rise in recent years has hurt Japan's exporters across the board, including industries like electronics and shipbuilding where competition with Korean rivals is also fierce. The number of Japanese factory workers fell 13 percent to about 10.4 million between 2002 and 2011.

But Toyota has been the slowest to abandon production in Japan - a conservative position that would make it the biggest beneficiary if the yen were to drop sharply now.

For his part, Toyoda has showed no signs of budging from a vow to make at least 3 million vehicles a year in Japan. Toyota engineers say the strategy allows them to keep suppliers close and drive innovations at "mother plants" in Japan which can provide guidance on cost-cutting for overseas plants.

By contrast, Nissan under Chief Executive Carlos Ghosn has been aggressively moving production offshore.

Under Ghosn, Nissan shifted production of its "March" subcompact - one of its top-sellers in Japan - to Thailand from Japan and has scrambled to buy more parts made overseas, including South Korea. Just 20 percent of Nissan's global production now originates in Japan, down from 50 percent five years ago. For Honda, Japan accounts for 26 percent of its total production, down from 34 percent in 2007.

For Toyota, the comparable figure is 40 percent, down from 50 percent in 2007.

As a result, Toyota is much more sensitive to the yen exchange rate than its Japanese rivals. Toyota operating profits fall by 35 billion yen for every one-yen drop in the value of the dollar. For Nissan, that comparable figure is 20 billion yen and for Honda 16 billion yen, the companies have said. Gains of the same proportion could be expected from a weakening yen.

"Toyota is the one that is hit the hardest when the yen is high," said Koji Endo, an autos analyst at Advanced Research in Tokyo. "But it is also the one that benefits the most when the yen is low."

'HOW DID HE DO THAT?'

Analysts point to Hyundai's recent success as an example of how a smart manufacturer can use the pricing power of a weak currency to undercut rivals.

A video that went viral at the Frankfurt auto show in 2011 caught Volkswagen Chairman Martin Winterkorn in candid admiration at Hyundai's quality gains. The video, which was widely circulated among auto executives, shows Winterkorn admiring the interior of a Hyundai i30.

Speaking to an entourage, Winterkorn notes that the windshield wipers are hidden from view - as they would be on a more expensive car - and that the steering wheel makes no sound when adjusted. "How did he do that?" Winterkorn asks about Hyundai. Off camera, a VW engineer can be heard to chime in: "We had a solution but it was too expensive."

Similarly, Hyundai has used a weaker won to help target Toyota's luxury Lexus brand. That is similar to what Lexus did to Mercedes and BMW in 1990 when it went from nowhere to become the top-selling U.S. luxury brand. At the time of the Lexus launch, the dollar was trading near 130 yen.

But in recent years, Hyundai has become the value leader. The top-of-the-line Hyundai Equus starts at $67,150 for 2013, an increase of just 1 percent over the previous year.

The sedan built at Hyundai's Ulsan plant also comes packed with features like 19-inch chrome wheels and a massage unit for the VIP seat in the rear as well as for the driver. Hyundai also promises that anyone who buys an Equus will never have to visit a dealer for service. Staff pick up the car at a home or business and replace it on the spot with a loaner.

By contrast, the strong yen forced Toyota to hike the price of the competing Japan-built Lexus LS 460L by 8 percent on the all-wheel-drive model for 2013 to $82,670.

Toyota could take advantage of a weaker yen now to address those pricing gaps and to add features where it has skimped. The Prius C built in Iwate in northern Japan, for example, was designed to be priced about $4,000 below a full-size Prius in the United States, Toyota's largest and most profitable market.

But Consumer Reports panned the hybrid for what it called a cheap-looking plastic interior and bad road noise.

A stronger won now could force tougher choices on Hyundai and its affiliate, Kia Motors , analysts and executives say. In recent years, Hyundai Motor's operating margin averaged 8.1 percent when the won weakened against the yen compared with a leaner 6.5 percent when it was strengthening, according to Thomson Reuters calculations.

A study by researchers at the Korea Automotive Research Institute released this month found South Korean auto exports shrink by 1.2 percent annually with every 1 percent decline in the value of the yen against the won.

"We are agonizing over the firming won," said one Kia executive, who asked not to be named because he was not authorized to speak about strategy.

But for the currency changes to have deep and lasting effects, they would need to be sustained, analysts and executives said. Automakers need four to five years to design a new model and shift suppliers. And in the end, every automaker has the same goal - to neutralize the impact of exchange rates by building more vehicles in the markets where they sell.

At the same time, a weaker yen remains more speculative than real, industry executives caution.

"It is wrong to say the yen is weak," Toyoda said last week. "The yen is still super strong at the current level."

George Chanos: Even Fundamental Rights Are Subject to Certain Limitations

The unimaginable tragedy that occurred at Sandy Hook Elementary School will forever change who we are as Americans and what we stand for as a nation.

It was a tragedy that stole 26 innocent lives -- 20 of which, as hard as it is to imagine, were only 6- or 7-years-old. This horrific tragedy shocked the nation's collective conscience.

The gunman was a 20-year-old boy who, based on his actions and early reports, appears to have been mentally ill. He lived with his mother. A mother who owned, used and exposed her children to assault weapons. A mother who died from multiple gun shot wounds to the head, inflicted by her son, before he went on his killing spree.

We are now witnessing a national debate about why this happened. As this debate continues, advocates on all sides will argue the many causes that may have contributed to the unendurable losses at Newtown. The pervasive availability of assault weapons will rightfully lead the list of most who attempt to answer the question, "Why?" And these attempts to lay the blame on the accessibility of assault weapons, will be met with a deafening cry from those who understandably strive to protect our rights under the Second Amendment.

Gun advocates will argue, "Guns don't kill people -- people kill people." Gun control proponents will respond: "No. People with guns kill people." Many of each side's arguments have merit. Others will attempt to reframe or misdirect the focus of the debate. Still others will remain blinded by their ingrained prejudices, economic interests and/or deeply held beliefs. Emotions will run high and high-priced lobbyists, armed with political contributions, will run rampant. Ultimately, the battle to ban assault weapons will end at the U.S. Supreme Court.

Hopefully, the Justices will agree that even our most fundamental rights, such as those found in the Second Amendment, have certain essential and inherent limitations -- limitations which are necessitated by certain equally important rights, such as the rights of a 6-year-old to life, liberty and the pursuit of happiness. Rights that are undeniably infringed upon, at least to some extent, by allowing unfettered rights under the Second Amendment. While the Second Amendment is and should always remain a fundamental right, it is not, cannot and should not be seen as an absolute right without limitation. Just as our First Amendment rights are subject to certain limitations so, too, must our Second Amendment rights be understood to be similarly limited.

A ban on assault weapons is a reasonable, necessary and appropriate limitation on our rights under the Second Amendment. It is a limitation that will help to protect, at least to some degree, the lives of our children. Limiting access to assault weapons will not prevent similar atrocities. At best, it may lessen the impact of similar killing sprees by reducing the number of lives lost. That alone is sufficient to justify a ban on assault weapons. But we need to understand that this will not solve the problem. This complicated, multidimensional problem will require an inspired, multifaceted solution.

It will require inspired thinking and unprecedented action. It will require a reconsideration of our approach to mental illness.

Our national obsession with violence will also need to be considered. It will require a reexamination of the commercial exploitation of violence in music, television and film. It will also require that we reassess the potential impact of violent video games on our children. School security protocols and school policies on physical and cyber bullying will need to be addressed. The smoldering problems of gang violence and youth unemployment will also require inspired solutions. This is by no means an exhaustive list. But it's a good start. All of these issues arguably contribute to the problem of violence in America.

As we search for a solution, other considerations will inevitably emerge. How proposed changes may affect our rights under the First Amendment and how we expect to fund necessary changes, given the state of our economy, will prove to be the primary obstacles. Partisan politics and the grotesque influence of money in politics will provide additional hurdles. We will see some action out of Washington, but it won't be enough. Yet even that must not deter us.

We are far from powerless as a people. But in order for our voices to be heard we must get involved in the debate. We alone ultimately control and bear responsibility for our future.

Some have asked, why didn't Adam Lanza simply take his own life, rather than kill his mother and 26 innocent victims, only to then take his own life? It has been suggested that many of those involved in mass shootings externalize their pain. They blame others for their suffering. What can we learn from that?

The lesson is as simple as it is important. Don't blame others for your misfortune. Accept responsibility for your condition. And teach your children to do the same. This was a lesson that was apparently lost on Adam Lanza, the 20-year-old Newtown shooter. And it is perhaps the most important lesson we can learn from the tragedy at Newtown.

If you don't want to live in a violent society, stop buying and exposing your children to guns. Stop buying your children violent video games. Stop allowing them to watch violent programing and listen to violent music. Stop allowing your children to bully other children and don't allow them to be the subject of bullying.

If you can't control your children -- seek help. Contact the health professionals at your children's schools. Speak to your child's pediatrician. Ask for help. Acknowledge the problem and do everything you can to address it.

And understand that your responsibility doesn't end there. If you don't agree with this nation's gun control laws, then demand that your elected representatives change them.

If your elected representatives are non-responsive to your needs, then vote them out of office. If you don't want lobbyists stealing your country then demand comprehensive, publicly funded, campaign finance reform.

In sum, accept responsibility for your condition and do something about it. Don't blame others. And, teach your children to do the same.
