On Montana Reservation, A Mixed Reception For Bisons' Return

A red pickup rolls into a 1,000-acre pasture of dry grassland on the Fort Belknap Indian Reservation in northern Montana. Mark Azure, director of the reservation's fish and wildlife department, is out looking for buffalo when he spots about two dozen of the furry beasts gathering around a watering hole.


The animals are "grazing, wallowing, drinking, checking us out," Azure explains. He says the tribes have been working to see these bison here for years.


"This is their home, this is where they came from," he says.


This small herd of 34 genetically pure bison is roaming northern Montana's high plains for the first time since being nearly hunted to extinction in the 1800s.


The animals come from Yellowstone National Park, home of the last bison known to have no trace of cattle genes. The Fort Belknap Indian Reservation received them through a deal with Montana wildlife officials.


Tribes are hailing the arrival of the bison as a return of something lost and a cause for celebration. But others see the animals as an intrusion.


Leta Calvin, a tribal member who lives at the base of the hill, across the highway from the bison enclosure, owns a small cow-calf operation with her husband. She worries the bison herd, enclosed behind an 8-foot, woven wire fence, could harm her livelihood.



"[If] people find out that we have the cattle here and the bison are next to 'em," she says, "people are gonna be less apt to buy our calves."


That's because of the disease brucellosis — or the fear of brucellosis. It runs in bison and can cause cattle to abort their calves. The illness can pretty much ruin a rancher's business.


These bison, though, have been tested over and over again for years and do not have brucellosis. But Calvin says that doesn't matter — it's the perception that they might.


"People around, they're not gonna listen to all that," she says of the test results.


Mike McCabe, a tribal member who owns a dusty piece of land on another side of the bison enclosure, is also concerned about the new arrivals. He says he's "not confident in that fence at all. ... I'm a poor rancher as it is."


Fort Belknap already has a herd of hundreds of bison with a small trace of cattle genes. Landowners like McCabe, who surround these other herds, have complained for years that the reservation does not properly care for them. They break out, they say, damaging private property and eating hay.


McCabe worries the same thing could happen with the new genetically pure bison.


"If they're starving, I can almost imagine they're gonna try to get through there somehow," he says.


The reservation cut a deal with the state for the pure bison, and if state officials determine the tribes are not taking good enough care of them, they can be taken away.


Tribal officials say they will not let that happen.


Back inside the pasture, Montana State Rep. Clarena Brockie, a Native American herself, is watching the bison gather around the watering hole. When they disappeared from these lands generations ago, she says, so too did many tribal ceremonies and much native culture.


"These are the same bison that were with my ancestors, that helped my grandparents and my ancestors survive," she says.


The tribes and the state will be letting the herd grow over the next few years. At that time, the reservation will have full authority to decide whether to sell the bison for meat or use them for ceremonial purposes.

WHO agency: Air pollution causes cancer

LONDON (AP) — What many commuters choking on smog have long suspected has finally been scientifically validated: air pollution causes lung cancer.


The International Agency for Research on Cancer declared on Thursday that air pollution is a carcinogen, alongside known dangers such as asbestos, tobacco and ultraviolet radiation. The decision came after a consultation by an expert panel organized by IARC, the cancer agency of the World Health Organization, which is based in Lyon, France.


"We consider this to be the most important environmental carcinogen, more so than passive smoking," said Kurt Straif, head of the IARC department that evaluates cancer-causing substances.


IARC had previously deemed some of the components in air pollution such as diesel fumes to be carcinogens, but this is the first time it has classified air pollution in its entirety as cancer causing.


The risk to the individual is low, but Straif said the main sources of pollution are widespread, including transportation, power plants, and industrial and agricultural emissions.


Air pollution is a complex mixture that includes gases and particulate matter, and IARC said one of its primary risks is the fine particles that can be deposited deep in the lungs of people.


"These are difficult things for the individual to avoid," he said, observing the worrying dark clouds from nearby factories that he could see from his office window in Lyon. "When I walk on a street where there's heavy pollution from diesel exhaust, I try to go a bit further away," he said. "So that's something you can do."


The fact that nearly everyone on the planet is exposed to outdoor pollution could prompt governments and other agencies to adopt stricter controls on spewing fumes. Straif noted that WHO and the European Commission are reviewing their recommended limits on air pollution.


Previously, pollution had been found to boost the chances of heart and respiratory diseases.


The expert panel's classification was made after scientists analyzed more than 1,000 studies worldwide and concluded there was enough evidence that exposure to outdoor air pollution causes lung cancer.


In 2010, IARC said there were more than 220,000 lung cancer deaths worldwide connected to air pollution. The agency also noted a link with a slightly higher risk of bladder cancer.


Straif said there were dramatic differences in air quality between cities around the world and that the most polluted metropolises were in China and India, where people frequently don masks on streets to protect themselves. China recently announced new efforts to curb pollution after experts found the country's thick smog hurts tourism. Beijing only began publicly releasing data about its air quality last year.


"I assume the masks could result in a reduction to particulate matter, so they could be helpful to reduce personal exposure," Straif said. But he said collective international action by governments was necessary to improve air quality. "People can certainly contribute by doing things like not driving a big diesel car, but this needs much wider policies by national and international authorities."


Other experts emphasized the cancer risk from pollution for the average person was very low — but virtually unavoidable.


"You can choose not to drink or not to smoke, but you can't control whether or not you're exposed to air pollution," said Francesca Dominici, a professor of biostatics at Harvard University's School of Public Health. "You can't just decide not to breathe," she said. Dominici was not connected to the IARC expert panel.


A person's risk for cancer depends on numerous variables, including genetics, exposure to dangerous substances and lifestyle choices regarding issues such as drinking alcohol, smoking and exercising.


Dominici said scientists are still trying to figure out which bits of pollution are the most lethal and called for a more targeted approach.


"The level of ambient pollution in the U.S. is much, much lower than it used to be, but we still find evidence of cancer and birth defects," she said. "The question is: How are we going to clean the air even further?"

Money For Dam Project In Shutdown Deal Riles Conservatives

This week's congressional compromise to end the government shutdown and raise the debt ceiling had a few other provisions as well.


One of them allows additional spending on a lock and dam project on the Ohio River between Kentucky and Illinois.


The amount is $2.1 billion — a rounding error compared to the $16.7 trillion debt ceiling. But it's still enough to rile budget watchdogs, as well as hardline conservatives who call it pork-barrel spending by Senate Republican leader Mitch McConnell, the Kentucky Republican.


The Army Corps of Engineers has been working on the new lock-and-dam on the Ohio River since 1988. It's located between the towns of Olmsted and Monkeys Eyebrow, Ky., a few miles up from where the Ohio meets the Mississippi.


It's just downstream from the old set of locks and dams, which date back to the 1920s. Some of the machinery operating the locks still needs to be raised and lowered by hand — "by these crews of men and women that are out on an old steamboat," says James Bruggers, who covers energy and the environment for the Louisville Courier-Journal.

"These two old locks and dams that are just upriver from the Olmsted project are a really great example of our nation's crumbling infrastructure," Bruggers says. "They're already sort of a chokepoint for this commercial barge traffic."


The barges carry coal, grain and other cargo — about 90 million tons per year.


This is one of the biggest construction jobs going right now in the United States, with massive blocks of concrete being lowered into the river.


One of the nearby cities is Metropolis, Ill. Bruggers says it's "sort of appropriate" because the project has "a Superman theme."


"When you go visit the site, you actually see a 14-story-tall crane," he says.


Like a lot of mega-sized construction projects, Olmsted's cost has gone up. In fact, it's gone up 300 percent since work started.


And it seems only natural that one of Kentucky's senators, the leader of all Senate Republicans, would want to keep the project going, right?


But McConnell says he didn't put the funding provision into this week's spending bill. Two senators on the appropriations committee — Democrat Dianne Feinstein of California, and Republican Lamar Alexander of Tennessee — say they did it.


Still, Steve Ellis at the watchdog group Taxpayers for Common Sense says the legislation is only 35 pages long. McConnell had to have known the Olmsted money was in there.


And Ellis says he had to have decided to leave it in.


"It doesn't take a media professional to recognize that the optics of this look really bad," he says.


More substantively, Ellis says this was the wrong time and place to commit the money, especially for such a troubled project.


"The thing is, there are tons, I mean, scores and scores of projects and programs," he says. "Why this particular project was plucked out of, you know, the hundreds that are available is beyond me."


And conservative groups are blasting McConnell over what's been dubbed the "Kentucky Kickback."


The Tea Party Victory Fund has a fundraising email calling McConnell a "fake conservative" and the provision "the cost of selling out the conservative movement."


The Senate Conservatives Fund issued a statement saying that "this is what's wrong with Washington and it's what wrong with Mitch McConnell."


The Senate Conservatives Fund is already on the air in Kentucky, backing McConnell's primary opponent, Tea Party candidate Matt Bevin.


McConnell has long supported the Olmsted project. The new money was requested by the Obama administration, and McConnell told Politico that it actually saves money — $160 million — by preventing a gap in spending.

Booker Wins Senate Seat In NJ, Must Campaign Soon


NEWARK, N.J. (AP) — Democrat Cory Booker has won a special election to represent New Jersey in the U.S. Senate through next year, but the rising political star will have to return to the campaign trail almost immediately to run for a full term.


Booker, 44, defeated conservative Steve Lonegan on Wednesday after an aggressive two-month race to finish the term of Sen. Frank Lautenberg, who died in office in June at age 89.


The Newark mayor takes to Washington a national profile — boosted by a strong social media presence, frequent television appearances and his status as a surrogate for Barack Obama during the president's 2012 re-election campaign — just as the federal government begins functioning again after a 16-day shutdown.


"That's why I'm going to Washington — to take back that sense of pride," Booker said in his victory speech. "Not to play shallow politics that's used to attack and divide but to engage in the kind of hard, humble service that reaches out to others."


Booker, a supporter of gay marriage in a state where the issue is the subject of a court and legislative fight, talked about needing to improve America's schools and making the Senate "more accessible to all of us."


"If you voted for me, I will make you proud," he said. "If you didn't vote for me I will work every single day to earn your trust."


Booker, who has begun raising money to run for a full six-year term, would be on the ballot again in November 2014.


Lonegan, 57, told The Associated Press he has no plans to run again or return to Americans for Prosperity, the conservative, anti-tax group he quit to enter the race. He said he intends to start a business.


A feisty campaigner who unsuccessfully challenged Chris Christie for the Republican nomination for governor in 2009, Lonegan brought this race closer than many expected in a state that leans Democratic.


With nearly all precincts reporting, Booker had 55 percent of the vote to Lonegan's 44 percent. The first reaction from the social-media savvy victor came, of course, on Twitter: "Thank you so much, New Jersey, I'm proud to be your Senator-elect."


Booker, who will soon be sworn in as the first black senator from New Jersey, will arrive in Washington from the state's largest city with an unusual political resume.


He was raised in suburban Harington Park as the son of two of the first black IBM executives, graduated from Stanford and law school at Yale with a stint in between as a Rhodes Scholar before moving to one of Newark's toughest neighborhoods with the intent of doing good.


He's been an unconventional politician, a vegetarian with a Twitter following of 1.4 million — or five times the population of the city he governs. With state funding dwindling, he has used private fundraising, including a $100 million pledge from Facebook founder Mark Zuckerberg, to run programs in Newark, a strategy that has brought him both fame and criticism.


Former state Attorney General Jeffrey Chiesa had been appointed by Christie to temporarily replace Lautenberg. The governor scheduled the special election for just 20 days before Christie himself is on the ballot seeking re-election. Democrats said Christie was afraid of appearing on the same ballot as the popular Booker, but courts upheld the election schedule.


Before Lautenberg died, Booker passed up a chance to run against Christie this year, saying he was eyeing Lautenberg's seat in 2014, in part so he could complete a full term as mayor — something he won't do now.


Booker does not expect to be sworn in until close to the end of the month, an aide said, noting the results still need to be certified by the state. Newark's council will be able to appoint an interim mayor when he steps down.

Muse gets unsettlingly close in new concert film

NASHVILLE, Tenn. (AP) — Muse frontman Matt Bellamy had to be more than just camera-ready for "Muse - Live at Rome Olympic Stadium." The British rock band's new concert film was shot in 4K, which meant a whole new level of detail.


"There's weird things like hair and stuff that you probably would never pay attention to," Bellamy said. "It's so much more noticeably sharper that it's almost unsettling at first."


"Muse - Live at Rome Olympic Stadium," directed by Matt Askem, is the first concert film released in the new ultra high definition format. Also called 4K, UHD has a much better resolution than regular HD and is considered the next technological leap in film and television. Thousands of movies have been shot in 4K, but almost all of them have been shrunk down to HD format before being screened. Exceptions include Sony's 2011 remake of "The Girl with the Dragon Tattoo" and Will Smith's sci-fi adventure "After Earth."


Fans will get a first look at the Muse film Nov. 5 when it debuts in 20 cities around the globe, before expanding to 700 theaters worldwide the next day in 2K and 4K.


Bellamy said in a phone interview Wednesday from Costa Rica that the band was inspired by U2's use of then-new technology in the 2008 concert film "U23D," so they decided to kick up the production values and aim for something a little more grand.


A trailer shows video screens stories tall and pyrotechnics backing the band. Spider cameras crawled over rigging above the crowd during the July concert, and a pair of actors contributed abstract theatrical interpretations of some of the songs.


Even so, Bellamy said when he saw the movie, his eyes often drifted away from the action on stage to the vivid details elsewhere. "You see the sort of big panning (shot) across the audience and your eyes are drawn to the details of so many people's heads and what they're wearing," Bellamy said.


The release of the film and the conclusion next month of a long world tour leaves Muse, which also includes bassist Chris Wolstenholme and drummer Dominic Howard, at something of a crossroads with no concrete plans at the end of a six-album record deal.


"Early next year I think we'll probably take a break for a few months and at some point next year we'll start writing new music," Bellamy said. "I think if everyone is up for it, we'll start recording music sometime next year."

Women have been learning from Stacy London "What Not to Wear" for the past 10 years. But London, whose TLC series wraps on Friday, seems confident ladies and their closets will be able to cope with her absence.

"Everything has its time," she told TODAY's Natalie Morales Thursday. "A whole decade on television was a great run."

And, she added, the show was more than just about improving terrible wardrobes. "I like to think of the show as a Trojan horse," she added. "It really had such an emotional impact. There are very few shows that I think are entertaining and educational and actually emotional."

So ditch the boot cut and slip into your skinny jeans for a segment that offers more insight into how fashion changed between 2003 and 2013. And check out the season finale on TLC on Oct. 18 at 9 p.m.

Actor Dane DeHaan explores Beat Generation origins in 'Kill Your Darlings'

LOS ANGELES (Reuters) - Seventy years after the birth of the Beat Generation, whose unconventional lives and writings shook up the literary world, a young Hollywood actor has taken on the portrayal of a lesser-known Beat at the center of the movement's creative whirlwind.


In "Kill Your Darlings," out in U.S. theaters this week, 27-year-old Dane DeHaan plays Lucien Carr, who might have become as famous as Allen Ginsberg, Jack Kerouac and William S. Burroughs if not for his killing of a man he accused of making homosexual advances and assaulting him.


The film follows the 1943-1944 period when Carr brought the group together at New York's Columbia University, forming a circle of writers enticed by creative liberation that would inspire a generation to rebel against conformist 1950s' America.


While Ginsberg, Kerouac and Burroughs went on to define the movement, Carr's path to creativity was sidetracked after he was charged in the killing of David Kammerer, an older man and school teacher who is shown to be infatuated with Carr, following him from school to school across the country.


"Kill Your Darlings" opens with the death of Kammerer and then backtracks a year to follow the events that led to his stabbing at the hands of Carr.


The film follows the coming of age and sexual awakening of Ginsberg, played by "Harry Potter" star Daniel Radcliffe, but casts a spotlight on Carr, depicted as a charismatic and manipulative young man drawn to intellect, particularly the vulnerable Ginsberg.


"My job is to look at Lucien as a human being and try to find out the real human reasons that he was doing what he was doing," DeHaan said in an interview.


"In life, people don't do things thinking what they're doing are terrible and wrong. People usually are sympathetic to the reasons they do what they do."


DeHaan said he researched Carr's quirks and character in Ginsberg's books, correspondence between Ginsberg and Kerouac, and in a book written by Kerouac's first wife, Edie Parker.


One such anecdote that he found typified Carr's intensity was an incident where Carr stood on a deck of a ship that Kammerer then sank, just so that Carr could experience the feeling of being on a sinking ship.


REBEL ON THE RISE


DeHaan has broken into Hollywood with a selection of varied roles including last year's sci-fi thriller "Chronicle," playing a troubled teenager in this year's "The Place Beyond the Pines," and a leading role in rock band Metallica's concept film "Through the Never," released last month. He will also play villain Harry Osborn in "The Amazing Spider-Man 2" next year.


The blue-eyed actor said he was often drawn to characters who are emotionally layered like Carr, who channels darker moments during his creative discovery, especially in his relationships with Ginsberg and Kammerer.


"The role was incredibly complex and was different from stuff I had done in the past, and presented a huge challenge," the actor said.


DeHaan said he understood how Carr's two-year stay in prison after being convicted of manslaughter in the death of Kammerer would lead him to follow a path very different from the rest of the Beats.


While other Beats achieved fame through their novels and poetry, Carr embarked on a career at United Press International, rising from the ranks of copy boy to an editor at the news agency, and got married and settled down.


"It puts him in a very vulnerable position for the rest of his life, and he worked so hard to distance himself from these events," the actor said.


"He maintained a relationship with Allen and the Beats, but he just lived his normal lifestyle, and that makes sense when you look at these events and the impact they had on him."


DeHaan's performances of troubled and complex young men have earned him comparisons to actor River Phoenix, who died at age 23 in 1993, and famed Hollywood anti-hero James Dean, who died at age 24 in 1955.


The actor said it was "flattering" to be compared to both Phoenix and Dean, the latter of whom he is scheduled to play in an upcoming biopic about Dean's friendship with photographer Dennis Stock.


"People mostly remember James Dean from 'Rebel Without a Cause' but 'Giant' is a complete transformation and a huge range of age and character. To me, James Dean is my favorite actor, he's one of the greatest there ever was," DeHaan said.

EBay shares fall as analysts cut price targets


(Reuters) - EBay Inc shares fell as much as 6 percent on Thursday after the e-commerce company forecast a lackluster holiday quarter, prompting at least nine brokerages to cut share-price targets.


Analysts cut their price targets by between $2 and $6, to as low as $56. EBay shares were trading at $51.54 at midday.


EBay said on Wednesday that the U.S. economic environment and consumer confidence had deteriorated, in part because of the shutdown of the U.S. government.


However, several analysts said they were awaiting results from Google Inc later on Thursday and Amazon.com Inc next week to get a better picture of the e-commerce market.


EBay said it expects a profit of 79-81 cents per share for the holiday quarter, short of the 83 cents per share expected by analysts on average.


Macquarie Equities Research analyst Ben Schachter said he expected eBay to face increasing competition from Google, Wal-Mart Stores Inc and China's Alibaba.

Good Cop, Bad Cop Routine Gets A Result For Obama And Reid

Since the start of the fiscal standoff that led to a government shutdown and a flirtation with a historic debt default, Democrats have been led by the tag team of President Obama and Senate Majority Leader Harry Reid.


At times, their tactics resembled the good cop, bad cop routine where one officer offers the suspect a cup of coffee and the other smacks it from the suspect's lips. Reid, of course, is the smacker.


Obama played the good cop, inviting all 232 members of the House Republican Conference to the White House so they could just sit down and reason together. (GOP leadership ended up paring that list way back to just the leaders.)


And Obama hasn't publicly gone to great lengths to undermine Speaker John Boehner, R-Ohio. About the roughest thing Obama has said about Boehner and House Republicans overall is that they are being overly influenced by "extremists" in the conference.


Reid, by contrast, has very publicly — and repeatedly — branded the House GOP's Tea Party wing as "anarchists." He's also called them "wacky" and "weird." Reid later conceded to CNN's Dana Bash that perhaps he overstepped with "weird." But he would keep throwing around the term anarchists.


The Nevada Democrat, who will never be accused of subtlety, has also repeatedly thrown Boehner under the bus. First, he alleged that Boehner had reneged on a deal for legislation to keep the government open without any attached policy riders.


Then Reid's office leaked emails that arguably made Boehner look hypocritical. The emails between his office and the speaker's office seemed to show that Boehner worked behind the scenes to ensure that members of Congress and their staffs got an employer contribution to health care — a provision that the GOP conference later opposed and made an issue in the fiscal fight.


None of this is to suggest that Obama and Reid, while stylistically different, have varied on ultimate goals. Indeed, most observers have noted how much Democrats, who once were known for disunity, have stuck together in recent weeks.


"The entire Democratic Party said 'enough is enough,' " said William Galston, a scholar with the center-left Brookings Institution who was a Clinton White House policy adviser. "The White House and the congressional Democrats decided pretty early on not to give any appreciable ground, and they were fortified" by the sense that the Tea Party strategy would only continue if Democrats made significant concessions as they had in past fiscal fights.


In the battles surrounding the fiscal cliff in 2012 and the debt ceiling in 2011, it was Vice President Biden, not Reid, who played a central role in getting deals done.


But Biden was viewed by many Democrats, including Reid, as having given away too much in the fiscal cliff deal — especially by agreeing to make permanent the Bush tax cuts for more high-income taxpayers than Obama had originally proposed.


This time it was Reid, not Biden, at the table in the end. And he appeared to get results Wednesday. Reid and Mitch McConnell, the Senate minority leader, announced a bipartisan agreement to end — for now at least — the shutdown and debt ceiling impasse. House Republicans got little of what they demanded when the fight started.


Asked what Reid's contribution to the Obama-Reid tandem was, Rodell Mollineau, president of American Bridge political action committee and a former senior aide to Reid, told me: "Sen. Reid is a tactician. He is a master of the Senate and its workings. ...


"Also, Sen. Reid can be very blunt, both in the way he speaks and the way he does his work," Mollineau said. "And while that might not always come out publicly as him being a great orator, I think it makes him a very effective legislator and I think there are many people in the Senate who appreciate his bluntness." Reid is a legislative workhorse who gets results like the economic stimulus and the Affordable Care Act.


For his part, Obama offered the more diplomatic approach, Mollineau said.


"And while sometimes that can be frustrating to Democratic insiders, congressmen, senators ... I think it has served the president well in certain cases because he's been able to make a case to the American people that he's the one being reasonable, he's the one being rational."


And for those frustrated Democrats who wanted to see more belligerence from their side, there was always Reid.

Debt Deadline Approaches: Here's What Would ... - Yahoo Finance



The Treasury department is warning that unless Congress raises the debt ceiling by October 17th the U.S. will run out of money. Simply put America won’t be able to pay its bills.


Under this worst case scenario Washington would be faced with decisions like whether to stop paying members of the armed forces, put Social Security checks on hold, or delay funding to local schools.


The U.S. might even be forced to renege on interest payments owed to our foreign debt holders. Defaulting on those obligations would shake financial markets to a degree not seen since the Great Depression.


Members of the Republican party claim the Democrats are overstating the risk of default. Conservatives argue that the U.S. has more than enough to pay its bills well beyond the October 17th deadline. From this perspective raising the debt ceiling just enables the government to continue to increase spending with no accountability.


This is scary stuff but don't panic just yet. Here are three reasons why:


- Even if Congresses misses the October 17th deadline the impact won’t be immediate and the United States won’t be bankrupt no matter what you hear.


- Since 1939 the debt ceiling has been raised an average of more than once a year. In almost every case negotiations went down the last possible minute.


- The number one risk to the U.S. economy is losing the faith of foreign debt holders. Leaders on both sides of the aisle know this would be catastrophic and, while they may take their time coming up with a compromise, the likelihood of such a default is remote.


None of this has to happen. There have been a few close calls, but the U.S. has never officially defaulted on its debt. Despite the rhetoric on both sides this remains a political debate rather than a financial disaster. Emotions are running high but there's still a long way to go before this crisis becomes a global catastrophe.

U.S. Army captain awarded Medal of Honor for valor in Afghan ambush

WASHINGTON (Reuters) - Retired U.S. Army Captain William Swenson, who rescued wounded soldiers under fire during a deadly Afghan ambush, was awarded the Medal of Honor, the highest U.S. recognition for valor, on Tuesday by President Barack Obama.


Swenson, 34, of Seattle, saved the lives of more than a dozen U.S. and Afghan troops under heavy fire from Taliban fighters who ambushed his patrol in eastern Afghanistan in 2009, Obama said at a White House ceremony.


"Will, you are an example to everyone in this city, and to our whole country, of the professionalism and patriotism that we should strive for, whether we wear (a) uniform or not," Obama said.


Swenson, the first Army officer to win the Medal of Honor since the Vietnam War, was part of a U.S. team training Afghan security forces when about 50 Taliban insurgents attacked it in September 2009 at Ganjgal, a village in eastern Afghanistan's Kunar province.


Swenson repeatedly charged into insurgent fire to rescue wounded U.S. and Afghan soldiers, using an unarmored pickup truck and a Humvee military vehicle. Four Americans and eight Afghans died in the firefight.


Swenson ran under fire to injured Army Sergeant First Class Kenneth Westbrook, bandaged his wounds and threw a grenade at insurgents urging the U.S. and Afghan forces to surrender, Obama said.


Swenson then carried Westbrook hundreds of yards (meters) to a medical evacuation helicopter, a scene captured on the helmet cameras of the aircraft's crew.


Video released by the Defense Department shows Swenson leaning into the helicopter and kissing the wounded Westbrook on the head, "a simple act of compassion and loyalty to a brother in arms," Obama said.


Westbrook died a month later at Walter Reed Army Medical Center in Washington.


AIR, ARTILLERY SUPPORT


Swenson, who served in the Army from 2002 to 2011, also called in air and artillery support, recovered the bodies of dead soldiers and coordinated a counterattack, his Medal of Honor citation said.


After the ceremony, he told reporters his medal was earned by a team comprising Marines, Army, Air Force, Navy and Afghan forces, along with the families of those who died.


"This medal represents them. It represents us. Thank you," said Swenson, who declined to answer questions.


Marine Sergeant Dakota Meyer was awarded the Medal of Honor in September 2011 for saving 36 of his comrades' lives during the same ambush. The Columbia, Kentucky, native was the first living Marine since the Vietnam War to receive the Medal of Honor.


After the firefight, Swenson, of the 10th Mountain Division, criticized the lack of air and artillery cover, and two officers received reprimands following an inquiry, the Marine Times reported in 2011.


Swenson's paperwork to receive the Medal of Honor was lost, creating a delay in the award. His case was reopened in 2011 at the urging of Marine Corps General John Allen, commander of the International Security Assistance Force in Afghanistan.


The Washington Post reported on Sunday that a rift existed between Swenson and Meyer, who has written a book about the battle, "Into the Fire," and has said he will run for Congress.


The Post said Swenson was skeptical of the attention Meyer, now 25, had received. He also has disputed the Marines' account of the fighting, saying it exaggerated Meyer's role, the newspaper said.


Meyer, now a Marine reservist, lobbied for Swenson to get the Medal of Honor. On Monday he retweeted a tweet by Marine Times reporter Dan Lamothe in which Meyer told him he hoped Swenson "finds peace."


The Ganjgal firefight was only the second time in half a century that two Medals of Honor have been awarded for the same battle.

Man allegedly beats 3 Disney workers with pipe at Epcot theme park

A man was arrested for beating up three Disney employees at the Epcot Theme Park in Orlando, the Orange County Sheriff's Office said.

Austin De Van Hill, 24, faces charges of aggravated battery, battery and felony battery after his Sunday night arrest. He was released from jail on a $3,750 bond, a jail official said.

Deputies were called to the park after they got reports that Hill was hitting one of the employees with a metal pipe, the arrest report said.



Hill, who deputies say was drunk, was being held on the ground by park employees when deputies arrived. He was bleeding from the knees, wrists and hands, the sheriff’s office said.



As the deputies attempted to take him to the security office, he was “yelling and continuing to cause a disturbance,” his arrest report said. 


“Hill's resistive actions made it possible for him to break free of our control for a short period,” the Orange County Sheriff's Office said. “Hill's subsequent movements caused him to fall to the concrete and injure his chin and jaw.”

Hill was taken to Celebration hospital, where he got stitches on his chin for the injury caused during his fall.

Michael Connelly was the first Disney employee to be punched in the park, deputies said. He was punched in the head and had to be transported to Celebration hospital, where he was treated for a large gash across his forehead, the report said. 


 Timothy Beltley, another Disney employee, was also punched in the face and complained of neck pain. He was transported to Celebration hospital non-emergency, the sheriff’s office said.

Jessica Brown was hit in her face and neck with a plastic PVC pipe, authorities said. She had small swelling and was not transported to the hospital, authorities said.

It wasn’t immediately known if he had an attorney.

Franco-German divisions cloud efforts to fix broken banks

LUXEMBOURG (Reuters) - The euro zone debated on Monday how to prop up banks likely to be declared unstable next year, but France's blunt criticism of Germany before the meeting laid bare the tensions surrounding the far-reaching financial reform.


Bank health checks by the European Central Bank are a critical step in establishing a single banking framework for the euro zone, giving credibility to ECB supervision and paving the way for the bloc to cooperate on saving bust banks.


But even before ministers from the 17-nation currency area met in Luxembourg, France's finance minister accused Germany of holding up progress on banking union to protect its own 'strange' financial system of regional banks that are "deeply intertwined ... with local political circles".


"What Germany fears ... is ... a loss of political control over its banks, which means in the final analysis a loss of sovereignty," Finance Minister Pierre Moscovici wrote in a book to be published this week called "Battles to resurrect France".


"It just goes to show that the champions of European integration and political union are not always those who appear to be. That's why banking union is being built so slowly and with such difficulty," he wrote.


There was no immediate reaction from Berlin as Germany's finance minister, Wolfgang Schaeuble, did not attend the first day of the two-day meeting because of talks to form a new German government.


The acrimony between the euro zone's two largest economies will complicate EU efforts to strike a deal by December on how to salvage failed banks, as set out by Europe's leaders.


Such a failure would put the ECB out on a limb when it begins supervision of euro zone banks late next year, without any means to shut or save banks in trouble.


Although nobody knows the true scale of potential losses at Europe's banks, the International Monetary Fund hinted at the enormity of the problem this month, saying that Spanish and Italian banks face 230 billion euros ($310 billion) of losses alone on credit to companies in the next two years.


The discord helps explain why five years after the United States demanded its big banks take on new capital to reassure investors, Europe is still struggling to impose order on its financial system, having given emergency aid to five countries.


COMING CLEAN


During the region's debt turmoil, the European Union conducted two bank stress tests, considered flops for blunders such as giving a clean bill of health to Irish banks months before they pushed the country to the brink of bankruptcy.


The ECB's new checks are seen as the last chance to come clean for the euro zone as the bloc tries to set up banking union, a bold step in European integration.


"Our priority is to break the funding link between the sovereign and the balance sheets of banks," said Paschal Donohoe, Ireland's Europe minister, as he arrived for the meeting in Luxembourg. "A credible, robust banking union, delivered on time, is essential to doing this."


Late last week, European Central Bank President Mario Draghi underscored the need for publicly funded back-ups to recapitalize banks, saying those must be in place before its review of banks' health, expected early in 2014.


But Germany and Finland want individual states to pick up the costs of any clean-up rather than resort to the euro zone's rescue fund, the European Stability Mechanism.


"For now, we should rely on national backstops, meaning that if needed, national governments would step in," Finland's Finance Minister Jutta Urpilainen told reporters.


With the euro zone barely out of recession, a failure to put aside money to deal with the problems revealed could rattle fragile investor confidence and compound borrowing difficulties for companies, potentially killing off the meek recovery.


It raises the awkward question: who pays for the holes found in balance sheets in countries such as Spain and Italy?


This time around, the task of cleaning up banks should not be quite as daunting as five years ago because shareholders, bondholders and wealthy depositors can expect to take some of the losses, as happened in the bailout of Cyprus in March.


But if that is not enough, it will fall to governments to pick up the tab.


The debate opens amid ebbing political enthusiasm for banking union - originally planned as a three-stage process involving ECB bank supervision, alongside an agency to shut failing banks and a system of deposit guarantees.


In one sign of the divisions, Britain has repeatedly refused to sign off on the first pillar of the banking union framework, allowing the ECB monitor banks.


Having earlier agreed, London now wants additional assurances from ministers this week that Britain, which is outside the euro and polices its own banks, will not face interference from the ECB-led euro bloc.


Britain is likely to find a sympathetic ear in Berlin, which wants to keep London on side in its push to prevent stricter EU emissions rules to protect its luxury car makers.
